Many corporate environments (and others, but this is my focus) use controlled
proxies to bridge network acls between countries or department. Specifying
global proxy settings is ineffecient in these circumstances but not everyone has
the know how to create a .pac file. It would be useful to have a .pac file
creator built in. Something along the lines of:

| Website 2 | use | Proxy server |
| Website 3 | ----------------
----------------------
With add site and server dialogues, etc. This would enhance use for many people
and be especially appealing within corporate environments.

While I agree that it could be useful for some users, this is not something that is needed in the default browser UI. 95% of web users will not benefit from this and it just clutters up the interface. This kind of thing can be added as an extension, but even then I fail to see the benefit of integrating it into a web browser, when a standalone application would be much more practical.
