Reassigning bugs that I'm not actively working on to the default component owner

Actually, we very much want a comma-separated input to be treated as a single item. The reason is that people can have commas in their actual field values. We just spent quite a bit of time fixing that, in fact (bug 67036). They aren't treated that way in the boolean charts, though.
