273644 - Change Thunderbird:Help Documentation owner and QA contact

In a recent post to MozillaNews, Daniel Wang requested help with writing
documentation for Thunderbird Help, mentioning people should contact me about
helping.  The post was a good idea (I really should have thought of doing
something like that earlier).

However, without the post, it's not that obvious that I'm the person who works
on eventual built-in Thunderbird Help docs.  (This does have a grain of truth to
it, actually; I haven't written any Thunderbird docs yet because I've been
concentrating on getting Firefox Help in shape.)  This can be partially fixed by
changing the component owner/default assignee and QA contact to make contacting
me and working on bugs easier.

The changes should be as follows:

Owner:  [e-mail]
QA:     thunderbird.help-documentation@bugs

(Yes, I know my email won't make as much sense any more; maybe I'll get around
to changing it one of these days.)

The QA contact's account will need to be created with a real email address and
then modified at the database level.  It will serve as a watcher account for
others who might want to work on Thunderbird docs.

Once this is changed, we can make a better start at writing docs and committing
them to source.  When I can make the Help viewer work in Thunderbird, we can
switch it on for nightlies, where it can be tested (with the possibility of
switching it off for early releases when documentation's still not complete). 
This will start the path to eventual built-in Thunderbird Help for Thunderbird
releases.
