At least on Thunderbird 1.0 (final) Windows Installer, choices made regarding
what the installer should deploy as access means: Desktop icon, Start menu
program group, QuickLaunch icon; are ignored.

All three are deployed no matter what.

Reproducible: Always
Steps to Reproduce:
1. Download TB 1.0 Windows installer
2. Run it, pick any set of access means except the full set
3. Finish installing, look at the desktop, the quicklaunch bar, the start menu.

Actual Results:  
All three locations got TB 1.0 deployment.

Expected Results:  
Only those I picked should have received TB 1.0 items.

I did not try multiple localizations, and used only the French installer. I
tried twice, on two distinct boxes. I do not suspect, however, this has any
relation to L10n (otherwise there'd be a real problem with the L10n process!)
