When filling in a form that contains lists, the tab key will not take me to the
list for selection.

Reproducible: Always
Steps to Reproduce:
1. Go to any page or form with a list selector.
2. Tab through the form attempting to get to the list.
3. Note that the tab key will take you to text boxes, but not list selectors.



Expected Results:  
I should be able to tab to all entry areas in a form without needing to use the
mouse.
