During [Bug 273718], no Apple menu appears, the application menu appears with
only one entry "About thunderbird".  No Preferences.  No Quit.  

"About thunderbird" produced an empty narrow vertical rectangle.  MacOSX
force-quit is required. 

On subsequent launches (until I trash the thunderbird folders), still no Apple
menu, but has both About and Preferences.  Still no Quit. 

About still doesn't work.  Preferences causes the menu at the top to highlight,
but no preference panels appear. 

During [Bug 273723], the Apple menu appears, the application menu appears with
no About and no Preferences, but does have Quit.  This always occurs during the
"Import Settings ..." and  "New Account Setup" windows.  The problem goes away
once the "cancel" has worked.  

Subsequent launches work.

Steps to Reproduce:
1.trash previous versions
2.launch (first time)
3."Import Settings ..."
4.observe menus
5.select don't import button
6."New Account Setup"
7.observe menus



Expected Results:  
The menus need to be initialized much sooner, so they always appear!

Reporter, does the issue still occur with the latest supported 2.0.0.x / Shredder trunk nightlies?

(1.5.0.x is now end-of-life and the latest supported Thunderbird version 2 is 2.0.0.16)
