This is probably a similar problem to those reported for Windows quicklaunch.

When launched from the Dock, the "Import Settings ..." window comes up behind
the current (Finder) window, rather than in front.

Reproducible: Always
Steps to Reproduce:
1.trash previous versions
2.launch (first time)
3."Import Settings ..." appears behind most recent Finder window.


Expected Results:  
Focus should bring entire application to fore.
This also happens when you launch Thunderbird and firefox for the mac using
'Profile Manager', profile manager does get focus, but then the subsequent
'main-window' of each app comes up behind all other applications running.....

Under MacOSX, Thunderbird - as well as Firefox - lacks focus on launch after an incremental software update. Instead, the Finder or another "second application" is in focus after relaunch. Rather annoying.
