Firefox keyboard shortcuts (e.g. Ctrl+T) not captured when Flash content has focus

Reproducible: Always
Steps to Reproduce:
1. go to http://www.macromedia.com
2. click on Flash movie (Flash movie now has focus)
3. Ctrl+T (to open a new tab)

Actual Results:  
nothing happans, i.e. no new tab

Expected Results:  
should create new tab
