TB can create, edit, apply or delete message filters with non-ascii names, but 
enable/disable checkbox do not work - impossible to uncheck (or check if 
msgFilterRules.dat was edited manualy)

Reproducible: Always
Steps to Reproduce:
1.Tools -<> Message Filters -> New
2. Name filter 'Фильтр' and add any actions, save filter
3. Try to check out filter

Actual Results:  
Can not check off checkbox
If exit TB and edit msgFilterRules.dat and set 'enabled="no"', unable to turn 
filter on using UI

Expected Results:  
normal activation/disactivation as filters with 7bit names

Confirmed in TB1.0 windows, TB 0.9 Linux
