273755 - "Only email me reports of changes made by other people " doesn't do what it says

Note, this may be related to 108870, but that seems to be about the default 
not being set properly.  This happens even if the option was explicitly set.

If Both I and the "reporter" have the "Only email me reports of changes made 
by other people " option set, when I mark a bug as RESOLVED, it says that 
email was sent to "no one" excluding "dwilliss,turker" (I'm dwilliss, turker 
was the reporter) and nobody gets informed.  If the reporter turns off that 
option, then when I mark a bug as RESOLVED, we both get the email.

The reporter should have been notified

David - a couple of questions:

1) What version of bugzilla are you using?

Never mind, it turns out that this IS the same problem as 108870.

It looked like the user was set to recieve everything but wasn't really.  
Turning the "Only email me reports of changes made by others" flag just had 
the effect of actually setting all the other flags which were not really set 
to begin with.
