It's difficult to say exactly what's what among combining bugs, since it's apparently OS-dependent, sometimes OS-version-dependent, and also script-dependent. I think, though, this is a duplicate of bug 197649 (Linux, mention of Cyrillic). And by-the-by, on WinXP Firefox displays your testcase correctly.
