<meta http-equiv="Content-Type" content="text/html;  charset=ISO-8859-1">
does not work setting to text/html. Firefox does not render the html doc if the
server is sending the file as mime-type text/plain.  
The http-equiv tag should override this.

Reproducible: Always
Steps to Reproduce:
1. setup http server to send document as mimetype text/plain
2. create an html document with the meta tag Content-Type set to text/html
3. launch page in firefox. 

Actual Results:  
you see the source html. Firefox does not render the html

Expected Results:  
render the text as html.

reproduced on linux FC3 and MacOS x builds of Firefox 1.0

No, it shouldn't.  The mime type sent by the server always gets priority.
