Currently the context menu is not available for overflowed tabs.  This makes it
impossible to move an overflowed tab to a new window, and also means that one
must activate an overflowed tab in order to close or reload it.

Steps to Reproduce:

Actual Results:  
Control-clicking or right-clicking a tab title in the overflow menu should bring
up the same context menu as when control-clicking / right-clicking a
non-overflowed tab.

Expected Results:  
Control-clicking or right-clicking a tab title in the overflow menu selects that
tab.
menu items don't have context menus on mac. that's a windows thing.
