'open containing folder' fails, gives "external application" warning instead

from the download manager, if I right-click any download and click 'open
containing folder', I don't see the containing folder, but instead see a warning
dialog:

It doesn't tell me which application it wants to launch, and if I click
'launch', apparently nothing happens.


The same happens if I click on the "Downloads" button at the very bottom of the
dialog window.  Also, if I click into the tools menu, then 'options' and
'downloads', there's a "show folder" button in there, which also causes the same
behaviour.

Steps to Reproduce:
1. click 'show folder' in the downloads configuration screen, or right-click any
downloaded item and click 'show containing folder', or click the folder icon at
the very bottom of the download manager


Actual Results:  
I see the 'external application' warning dialog, as described above.

Expected Results:  
Shown me my downloads folder using Windows Explorer.
What specific file-type is this occuring with? Unless you can provide a working
test case then I'm going with WFM on this one.
