everytime that the caps lock key is hit (whether turning CAPS on or off, a new
mozilla browser window opens. this happens under any program. It happens even if
mozilla is not running at the time

You should consider to upgrade to the next release (1.7.3) from Sept. 14th,

or to a current nightly of 1.7.5:

Seems not to be a mozilla problem. If mozilla isn´t running, it doesn´t respond
to keys. I´d assume the CAPS key invokes your standard browser. If you have set
Mozilla as standard browser, it will come up then.
