274655 - Default OS list in localconfig should sort newest to oldest

The list of Windows and Mac operating systems in the default localconfig file
should be sorted within their groups such that the newer versions are above the
older versions rather than below them.

This will mean that the more frequenctly used Windows XP / Mac OS X involve less
scrolling than the rarer Windows 3.1 / Mac System 7.

Reassigning bugs that I'm not actively working on to the default component owner
in order to try to make some sanity out of my personal buglist.  This doesn't
mean the bug isn't being dealt with, just that I'm not the one doing it.  If you

This is no longer an issue now that we have removed the enums and the default OS
list is really tiny.
