Signature placement option in mail & newsgroups not working

Reproducible: Always

Steps to Reproduce:
1.Open browser
2.Open Mails & Newsgroups
3.Goto Edit -> Mail & Newsgroups Account Settings
4.Select Composition & Addressing
5.On the right hand side check the option "Automatically quote the original
message when replying" is present, Select anyone of the option in the drop down list

Actual Results:  
Another drop down list besides place my signature is not getting enabled.

Expected Results:  
Another drop down list besides place my signature must get enabled.

This problem is seen in mozilla 1.8a5 on Windows as well as on OS/2.

WFM, if I enable 'attach this signature:' (after step 3) and choose 'Start my
reply above the quote' (step 5), the second drop down list can be changed
(rv:1.8a5 Gecko/20041122).

WFM, too with a build that just finished compiling. This drop-down box only gets
enabled when you configured a signature before and "start my reply above the
quote" is selected.
