274708 - Thunderbird Installer doesn't have access-keys (mnemonics) in License Agreement screen

To reproduce, run the installer and click Next to go to the License Agreement
screen. Two radio buttons will display ("I accept..." vs. "I do NOT accept..."),
neither of them with an access-key.

The same problem happens with the Firefox installer, see Bug 274707.

The "N" access key conflicts with the "Next" button's.
