If I have the Download Manager displaying, and all other Firefox windows are
closed, I am not able to open new browser windows. The menus don't work, and the
keyboard shortcut to open a new window (Option+N) does not have any effect, nor
does it clicking on the Dock firefox icon. I have to quit and restart Firefox.

Reproducible: Always

Steps to Reproduce:
1. Open Firefox
2. Start a download, and have the Download Manager displayed
3. Close all open Firefox windows, except the Download manager

Actual Results:  
Can't access the menus, and can't open new windows in any other way.

Expected Results:  
Using the menu File, or pressing Option+N, I should be able to get a Firefox window.

My Mac OS X is version 10.3.6
