(Plus every version of FF I have used on Windows).

Most noted on the location bar's icon.  Also tested with an href with a title.
Draggable items with tooltips bug out when you drag them before the tooltip pops.

Point the mouse to any draggable item with a tooltip.
Click and drag that item before the tooltip displays.
Drop it in another application.

That application recieves focus.  When the mouse is released, the tooltip is
THEN triggered.  It will persist on top of all applications until you move the
mouse back over FF's window.

This bug has had no comments for a long time. Statistically, we have found that
bug reports that have not been confirmed by a second user after three months are
highly unlikely to be the source of a fix to the code.
