When two files are being downloaded and you try to click on the third file
(link) to download it. Download manager does nothing and Firefox just waits
until once of the files is finished. That means I am not able to add more
downloads and have to wait and check whether other files have been downloaded
yet and click on next file afterwards only.

Reproducible: Always

Steps to Reproduce:
1. Go to some download site
2. Click on first link to download file 1, click on second link to download file 2
3. Click on third link to download file 3

Actual Results:  
Two files being downloaded, Firefox waits and does not download third file. It
even does not put the third file to queue. It just waits -> cursor is shown as
waiting clock.

Expected Results:  
Start to download the third file. Or at least put it to download manager and
don't  stop me from doing other things
