Details

The popup block announce bar whould apear on the bottom of the window, not the top. Reason is when the bar apears the whole window shifts down, if by chance you are about to click on a link , that link also shifts down causing you to miss it.
Severity: normal → minor
the infobar is on top because that's where its most visible/noticeable. Moving it would lessen its usefulness, so we're not going to do that.
