Changing the perl path should be a part of installation instructions

Details
Updating the perl path is really only something that needs to be done during the installation, so instructions on how to do it should appear in the installation chapter, not the FAQ. Also, because there are different command for different operating systems, it should probably be in the OS specific section. Mentioned on bug 267873 comment 12 as a review nit.

This should also be updated to let developers know that runtests may complain loudly if they change their path without updating the appropriate test!

In modern Linux installations, you don't need to change the perl path at all. On Windows, you do this using the ScriptInterpreterSource command, see bug 423963. This doesn't fit in the installation instructions.
