Would it be possible to (add an option to) replace the "Close All Tabs" warning
with the Close Tab command?
This would make the behaviour of that button always be "Close One/This Page"
intead of the behaviour depending on the amount of open tabs.

Close Other Tabs exists in addition to close tab.  Making it act the same isn't
helpful.

I could go for changing the context menu, though, but that bug is on file.

I know it exists, but often users are used to clicking the close window button 
instead of the close tab button (hence the warning) and it appears to me that 
it'd be more user friendly to provide the option for the close window button to 
act instead as the close tab button.

The fact that the close tab button isn't visible (most/some times) when only a 
single tab is open also means that there's no standard place to click to close 
the standard tab. In addition, the close window button is much easier to reach 
than the close tab button (with the mouse).

Changing the behaviour of the Close Window icon in the window manager would be a
bad thing in all OSes.  Please don't reopen this bug again.

To be honest I don't see why it'd be a bad thing to add this option to a window 
manager.
If the user wants it, he enables it, otherwise it stays disabled.

Because the window manager/OS expectation is that if you click the "Close
Window" widget it closes a window.

On Windows that does not appear to be an issue.
