In Month View, the right vertical scrollbar shows up in most months even if it's
not necessary.  This has nothing to do with the window height.

However, I found that its appearance depends on the Month/Year and also the
"First day of the week" (Sunday or Monday), though I can't find the real
pattern.  The following months are those in which vertical scrollbar CORRECTLY
does NOT show up.

Monday :-
   March 2003, June 2003
   May 2004, August 2004
   January 2005, May 2005, October 2005

Sunday :-
   March 2003, August 2003, November 2003
   May 2004, October 2004
   January 2005, July 2005, October 2005

Reproducible: Always

Steps to Reproduce:
1. Click the Month View button
2. Click to different months to see the difference
3. Change window height to verify that it has nothing to do with window height
