Actual results:
Bug is now ASSIGNED to me instead of NEW for me. sure this is usually the right
thing, but what if i'm just attaching a todo list and don't claim that i'm going
to be working on it for a while?

whatever you do, please do not remove the ability to mark a bug ASSIGNED from
the create attachment page... that's a really nice feature

Then why are you reassigning it to yourself at all if you're not going to work
on it?

I don't think this is going to get solved to anyone's satisfaction before we
have the customizable workflow stuff done, so not really much point in keeping
this bug around.
