Details

If you're performing user management and scroll so that the header is off the
screen, you have to remember that the boxes go SEAT.  Maybe each row should have
S[] E[] A[] T[]
No, that'd look cluttered. 

Repeating the header is valid, but not gonna happen right now.

We're not doing anything with the user manager in v2 at this point, and the priv model is different in Remora, so this is WONTFIX.
