The view->headers->normal keeps popping back to "all".

Installing extension "View Headers Toggle Button" version 1.4 seems to fix as
well as adding useful functionality.

I've been seeing this as well; once in a while I'll start up TB and the Headers 
setting is 'All'.

It's possible that I've seen this symptom only after installing or uninstalling 
an extension -- in my case, I've had to reinstall Enigmail a couple of times.  
I'll try to keep better track of this in the future.

I think the fact that the "View Headers Toggle Button" seems to fix it should
cause an "Ah-Ha!" reaction to someone.

Sure sounds that way (and I can't recall it ever happening to me). Do reopen if you can reproduce without the extension.
