Bugzilla says that this bug is filed at 18:27 PDT.  But it was actually filed at
18:27 PST.  Likewise for comments, such as bug 275119 comment 1 (should be 17:35
PST).
oops.  This has to be manually changed currently, and nobody did it yet. :)

Resolution: --- → FIXED
So that means it's now wrong for comments made during the summer?  I hope
there's a bug on that...

There is no timezone data stored with the comments in the database (MySQL
doesn't support it), and they're stored in the local timezone rather than UTC
for historical reasons.  Bug 176979 would be the closest to addressing this.
