It just confuses people. The behaviour should be upload in original size if smaller then maximum otherwise just scale to maximum Reproducible: Always

Dynamic Resizing allows the developer to not have to open an image editor if they want to specify a specific size. The default behavior, is as described here. Its resampled down to max. I'm not convinced removal is warranted.
