IMHO the setting image size should be removed on the page where you can upload
previews. It just confuses people. The behaviour should be upload in original
size if smaller then maximum otherwise just scale to maximum

Reproducible: Always
Dynamic Resizing allows the developer to not have to open an image editor if
they want to specify a specific size.
The default behavior, is as described here. Its resampled down to max.

I'm not convinced removal is warranted.

I think we just need better text around it, like "optional: resize image on upload"
