Flash movies start as soon as it is loaded, not before the window/tab is the
frontmost. So when going to a page only to watch a large flash movie, you have
to sit waiting for it to load, to see everything. (Or restart the movie)

Reproducible: Always

Steps to Reproduce:
1. Open up 2 or more tabs.
2. Set one tab to fetch a page which has a flash movie.
3. Switch to another tab before the first one fetches the flash movie.


Actual Results:  
4. It starts playing any flash movies even though the tab/window isnt the one in
the front.

Expected Results:  
Wait until the window/tab is the one in the front, and then start playing any
flash movies.
This might be up for discussion. Safari & Omniweb wait for the tab to get to the
front before playing, while Mozilla/FireFox/Camino plays it right away.
This sounds like a Core feature request as all gecko based browsers have the
same behaviour. And I agree that this would be very nice to do aswell.

Why should this behave for tabs any differently than for windows?  Should a
non-topmost window also not play the movie?  What about a window that is only
partially obscured?
