Details

On Thunderbird 1.0, if an invalid password is stored using Password Manager and
the server rejects it using the "-ERR" response, Thunderbird simply replies with
a messagebox stating "Sending of password did not succeed.  Mail server
[servername] responded: [response].  This is a pain because I have to uninstall
Thunderbird, delete the "Thunderbird" folder from E:\Documents and
Settings\[username]\Application Data, reinstall Thunderbird just to clear the
password.

No, you don't have to do any such thing.

Tools | Options | Advanced  has a Saved Passwords section.  Select View Saved 
Passwords, then in the box, select the bad password's entry and Remove it.  Then 
reconnect and enter the correct password.

Even if this did not work: if you're willing to wipe out all of your profile 
data, you can do that without uninstalling the program; start TB Profile Manager 
(tb.exe -profilemanager) and create a new profile, delete the old one; this is 
much simpler than uinstalling and hand-deleting everything.
