In Thunderbird's profile directory where the Mail directory exists:

  C:\Documents and Settings\username\Application
Data\Thunderbird\Profiles\default\Mail\mail.domain.com\

there are the mail files.  However, each mail file has a mail folder:

  .\Mail\mail.domain.com\mailfolder1
  .\Mail\mail.domain.com\mailfolder1.msf
  .\Mail\mail.domain.com\mailfolder1.sbd\

  .\Mail\mail.domain.com\mailfolder2
  .\Mail\mail.domain.com\mailfolder2.msf
  .\Mail\mail.domain.com\mailfolder2.sbd\

  ... etc ...

I do not understand this new behavior due to all previous Thunderbird 
versions only showed:

  .\Mail\mail.domain.com\mailfolder1
  .\Mail\mail.domain.com\mailfolder1.msf

  .\Mail\mail.domain.com\mailfolder2
  .\Mail\mail.domain.com\mailfolder2.msf

  ... etc ...

I probably did not explain this clear enough before to receive an accurate
response. 

Why does Thunderbird 1.0 (final release) create a mail directory for each
mail file?

Yes, it does; I've noticed this behavior as well.

It used to be that the .sbd subdirectories were created only when the 
corresponding folder had subfolders; now it seems to be created ahead of time 
(in expectation of subfolders?).  I can only assume this was intended, but I 
don't know why.  In case it was accidental, I'll confirm this bug.

this has been fixed on the trunk for a while.
