Platform: Win98 (probably happens everywhere)

Steps to reproduce:
(1) Load some page to get an URL into the URL bar, e.g., http://www.mozilla.org.
(2) Click once at the left hand side of the URL bar to get a blinking caret, 
i.e., click just before the "h" in "http".
(3) Rapidly double-click in the middle of the URL.

Expected Result: The entire URL should become selected.
Actual Result: Only the text from the beginning of the URL to the click point
is selected.
this won't make M14.

this is the threshhold bug. double clicking is getting a SLIGHT drag at the end 
and thinks to drag select to where it is now. fixing 12764 will fix this.
