I found tons of bugs about this that had been closed years ago, but nothing open
or recent. <iframe scrolling="yes" src="foo.html"> does not have a scrollbar.
Testcase to be attached shortly.

Keywords: testcase
can you describe the expected and actual results, please?
oh, you did, sorry. What was missing was, with what version you see this issue
with. The testcase worksforme on linux in mozilla 1.8a5 and firefox trunk. Not
with firefox 1.0 (so presumably not with mozilla 1.7 also). ->wfm, Please test
in a recent testing release and verify or reopen, thanks

Sorry, I forgot that 1) new bugzilla doesn't fill in all those blanks for me and
2) that Mozilla 1.75 isn't off the trunk, even though it's new!
