The Preference menu item is missing.

Reproducible: Always

Steps to Reproduce:
1. I Looked at the edit menu and discovered that preferences is missing
2. Uninstalled Mozilla
3. Reinstalled Mozilla

Actual Results:  
The Preference is still missing.
It will not open when I try to retrieve it from multizilla.
The same thing happens in Netscape also.

Expected Results:  
Hopefully it can be fixed.

(Q1) When does problem start to occur? (From which mozilla builds)
     (As you use MS Win, you can test with ZIP builds without installation.)
     (ZIP build can be used by Unzip only.)

(Q2) Did you install Theme?
     If yes, does problem occur when standard(Classic or Modern) theme?
     (Try with new profile. "mozilla.exe -P" will start Profile Manager)

(Q3) What is your setting of font-size for "Menu" item in "Design" of "Desktop"
property?
     - Go "Desktop property" form context menu
     - Choose "Design" tab
     - Choose(click) "Normal" just below "Active Window"
     - See size/font name/font size for the "Menu" item
    My setting is size=18, font=MS UI Gothic, font-size=9 and no problem.
    (Modern Theme is used, Win-2K, Screen size=1024*768)
