275371 - Make Meta-Ratings production ready.

Bug 247144's fixes implmented the beginnings of an amazon-like "was this comment
helpful?" meta-ratings system. As I commented in Comment #55 of that bug.

"meta-ratings has a experimental implementation now, but I'm
not confident in it's usefulness in a production enviroment, as it lacks
protection from repeat hits. So It'll likely be disabled before update-beta goes
live. but it's up now, for those who want to see the concept. A seperate bug
will be filed on the finalizing and beefing up to production quality of that
feature if it's determined to be beneficial to have."

My hope is that once the code is stable enough for a production enviroment, that
it can be used to rank the comments that are seen on the moreinfo pages etc.

This bug is for getting the meta-ratings system stable and production worthy,
picking up where Bug 247144 left off.

Is this going to land on trunk after 1.0 so that others can work on it?

You should read the discussion in Bug 247144. :-) Meta-ratings landed w/ the
rest of the comments changes, but is disabled for 1.0.
