275432 - Printing with installer builds fails

seen with recent installer builds on Windows. I hadn't caught this until today
because the .zip builds don't exhibit this problem and the installer builds
hadn't been launching.  This has probably been around since the aviary landing. 

-Open www.google.com (or any page)
-File | Print
-Click okay to the print dialog

tested results: The page is not printed.
retry to print the page, then a dialog titled "Printer Error" opens saying "Not
Available"  all subsequent efforts to print during the current session get the
same message.

I checked processes and sometimes there will be a firefox process even after app
exit.  That process will be using 98%-99% CPU

expected results:
a preparing print status appears briefly then the page is actually printed.
