275550 - duplicates.rdf message out of date

the duplicates.rdf file (https://bugzilla.mozilla.org/duplicates.rdf) claims an
update is in progress. this doesn't seem to be the case anymore :-)

(note that wget shows a last-modified date of Sat, 09 Nov 2002 08:15:00 GMT)

The URL is incorrect.  The fact that there's a file there at all appears to be a
leftover from an earlier time, and since nobody's mentioned it until now, I
doubt if there's anything automated that's actually using it, so I just removed
it.  The correct URL is https://bugzilla.mozilla.org/data/duplicates.rdf

justdave, please add 'redirect gone /duplicates.rdf' in the Bugzilla .htaccess
if you actually removed the file (or a 'redirect permanent /duplicates.rdf
https://bugzilla.mozilla.org/data/duplicates.rdf').

I fixed the link in the FAQ though.
