Details

When browsing another site in another tab in the same window, MS Frontpage
generated rollover buttons "punch" through visually onMouseOver events. They are
not live buttons otherwise; not clickable or active except visually. It does
hamper viewing another site in a tab of the same window.
[workaround]: This does not occur if opened in a completely new and separate
browser window. (however that defeats tabbed browsing)

The same effect occurs with the interface of elements of Windows Media Player
when it is embeded in a web page.
MS, go figure.
