The Help Viewer depends on images included in Firefox's Toolbar.png right now. 
This is bad for using the Help Viewer in applications other than Firefox if we
want to avoid bloat.  The few images Help needs are generic enough that I think
they should be moved into toolkit/themes/(p|w)instripe/ so that they can be used
in any application.

I'm taking this because it would be nice for the Help Viewer and other apps that
might want the images.  However, the location of the images within Toolbar.png
will require touching enough code that I don't know how quickly I'll be able to
fix it, so I'm leaving this as something for followup after a TB help viewer is
created.

Changes to the help viewer make this unnecessary; we're simply duplicating
10-20K of images (depending on the toolkit theme used, from
qute/winstripe/pinstripe) instead.
