After upgrading from 1.7.3 to 1.7.5 the menubar is missing: File: Mail, Tools:
form manager, password manager, cookie manager, image manager.
Also the component bar only shows browser. 
Unable to open mail via component bar or menu bar.
Edit Preferences is missing entire contents of Privacy & Security, and entire
tree of composer, and chatzilla settings.

This also happens with new user or no profile.

This makes 1.7.5 unusable.
Have gotten 1.7.5 to run correctly, but only as root for first time... I may
figure this out tomorrow.

It seems if I install mozilla 1.7.5 and run it for the first time as an ordinary
user, something prevents the mail and menu items, described above, from becoming
available.

If after installing, root runs it first, SOMETHING gets changed that allows
users to start mozilla, with mail etc. available and working.

I couldn't figure out exactly what the difference was, as we couldn't fully
duplicate. In theory a user has no rights to change something so fundamental to
the installed system.

So the solution was to restore mozilla and user files to previous version,
reinstall 1.7.5 as root, and _start_ mozilla as _root_ before any user can.
