Steps to Reproduce: 1. Go to any site. 2. Type in a URL for another site and hit enter (or go). 3. Stop the process before it can go to the other page (before the page you are looking at goes away). Results: You are unable to drag and drop the ULR you typed in.

sorry, it is present in Mozilla 1.7.3 I must have tested it wrong.

Happens on Firefox 0.10.1; It is a problem because it disables the drag n' drop feature until the original page is reloaded or the new URL is fully loaded. It ought to allow drag n' drop at any time, copying the current contents of the location bar; the loading status of the page should have nothing to do with it. That's why its a problem.
