Details

Cookie Manager should have an option to change a selected session cookie into a
persistent cookie.  This would require allowing the user to set an expiration
date.  

The converse (changing a persistent cookie into a session cookie) is not needed
because the user can always use Cookie Manager to delete a persistent cookie at
the end of a session.  

Note:  This addresses a deficiency in
<https://bugzilla.mozilla.org/show_bug.cgi?id=275381#c1>, which does not provide
for the case where the user wants to make only one (or some) of a set of cookies
all from the same site persistent, keeping the others from that site as session
cookies.  

Note also:  A session cookie changed into a persistent cookie will be
automatically changed back into a session cookie unless bug #275713 is fixed.
