Details

If someone reassigns a bug, say from mozilla.org to Bugzilla, at the same time
it prompts you to pick the component of the new product, it should ask you if
you want to reassign to default owner of the new product.  This could be a radio
button defaulted to yes.  This would be an additional check in case the person
changing the product didn't do it on the bug itself before clicking submit.
