Steps to Reproduce:
1. Browse to enough sites to have a history dropdown on the back or forward 
   buttons.
2. Click the arrow to drop the history down and then mouseover an item.

Result:
The tooltip appears and then when the tooltip disappears, the highlighting for
that menu item is removed. The tooltip disappears very quickly also.
Same thing in Seamonkey 20041216, which makes me think it's something Core,
probably XP Toolkit. Same thing with the URL-tooltip for the Live Bookmarks icon
on the statusbar (the only other tooltip for a menu item I can think of), and
according to bug 256778 has been for quite a while, which makes me wonder if the
back button's been broken on the trunk that long too.
