CTRL + SHIFT + E doesn't switch direction

CTRL + SHIFT + E should switch the text direction (RTL / LTR). It doesn't.
Doing right click and this option *does* switch the text.

This is not a bug. There is a need to turn the bidi.browser.ui from false to
true. I also had remains of an old bidi extention.
