Connection failure for home page causes all subsequent requests to fail

If the network is not available when I open Mozilla, I get a connection refused error as you would 
expect.

However, once the network is available again, no other Web pages could be accessed - Mozilla 
message: site could not be reached while other browsers can load pages just fine.

My conclusion is that once Mozilla fails to connect to the specified home page, it will not connect 
to any site despite the fact that it is reachable. For instance, using Safari I was able to verify that 
other pages, including Google were reachable, for instance.

Happens with the current build of Firefox as well.
