276231 - Those using non-ISO-8859-1 charsets should not use the XS::Stash

We need to document the fact that the Template Toolkit high-speed XS::Stash
doesn't work with UTF-8 (as in UTF-8 values can't be hash keys) in any stable
released version of TT, and so people using localised templates and therefore
not using ISO 8859-1 shouldn't switch it on.

This seems to work fine now, as Bugzilla uses both UTF-8 and XS::Stash.
