HTML Table Rendering: Rules="groups" fails with multiple TBODY blocks
The rules="groups" tag on a TABLE block places lines between the sections of a
table. This displays correctly with single THEAD TBODY statements, there being a
horizontal line between then.
Multiple TBODY statements can be used within a single table to represent blocks
of data.
If both conditions are combined, then the horizontal rules between all sections
are omitted, and the vertical rules terminate at the first TBODY statement.

provide a url that shows the problem?
Apologies - bug incompletely identified. Problem only arises if there's an empty
TBody block within the table.
